Abstract: Public-Private Partnership in Infrastructure is a broad topic with numerous dimensions that can be investigated. Majority of the studies on PPP have focussed more on project level issues rather than the overall climate in which the PPP mode! can be successfully diffused. This gave us the motivation to study the infrastructure indexing of PPP in the Indian states. Before we started off with the indexing, we studied the public private partnership model in detail. We understood that the advantages of operating in a PPP model in a developing country like India is huge. Moving on we looked at the various types of PPP models and its common forms in India. We looked at how the evolution of PPPs have happened over the years and looked at few of the recent PPP projects. After a thorough understanding of how a PPP model function, we moved on to indexing the PPP infrastructure of all the states in India. We used the dissertation ‘Study and indexing of PPP environment for infrastructure development among 30 Indian states, 2013’ as our base document on which we updated the quantitative scores in the indexing method. The qualitative scores were kept constant owing to limitations in time and since these factors would not vary much in a span of 8 years. The quantitative data were collected from publicly available websites of DoEA, sus India, RBI etc. We further identified a secondary scoring criterion called the readiness index to rank the PPP readiness of each of the states, and then compared the index value of three states namely Gujarat, Kerala and Jharkhand. We further studied the Delhi Gurgaon expressway as an individual PPP infrastructure project. After which we looked at the various barriers to PPPs in India and its future scope.
