Abstract: This report is commissioned to examine the tools that be designed for improving eGovernance in India in order to enhance the positive attitude towards the political system in the country. The later part of report also deals with the analysis of existing tools and researches and identifying a link between them for proper functioning of the proposed model. The democratic goals to connect to e-government efforts and practices include: 1) Trust and accountability 2) Legitimacy and understanding 3) Citizen satisfaction and service 4) Reach and Equitable Access 5) Effective Representation and Decision-Making 6) Participation through Input and consultation 7) Engagement and Deliberation. In our report we have tried to achieve these goals in order to enhance the political image in the society by proposing a model for the implementation of these goals. We have divided our model into two broad categories i.e. E-Administration and E-Democracy. E-Administration deals with the link between public and public services. E-Democracy deals with the link between public and politicians. Through our secondary research we identified various reasons for negative attitude towards the political system in India. We also looked at the models of the E-Governance in the foreign countries to understand the factors that are required for the successful implementation. Following the secondary research we came up with our proposed model and it is divided into four phases: Phase I: Implementation of E-administration Phase II: Initiation of E-democracy Phase III: Infusion of E-democracy Phase IV: India –Online We conducted our primary research by taking depth interviews of experts in this field and figured out the various challenges and issues which can arise in each of the phase. To resolve these issues the report also contains e-readiness position of Indian states today and their mapping on Gartner’s model. The report also focuses on the expected time needed to implement each and every phase. Also, the responsibility of implementation of each of the phase is also shown in the report. Overall, the future aspects of this model if implemented successfully have been described in detail in the report. However, some of the major prospects are as follows: • Online Election Facility • E-participation in terms of public feedbacks on issues to be discussed in parliament. • Connectivity of all public services like hospitals, schools, and police, etc. with the common portal to track their functioning. • Direct contact with the representative for any issues in the district. • Overall, evaluation of representative by tracking the number of issues resolved on common portal. • Online voting for any forum issues. • Quick and easy mode for getting certificates, scholarships and government documents. • Easy public services like online tax payment, reservation, etc. Overall, the entire report covers all the goals that are acting as hindrance between the public and politicians and the recommendations to remove these obstacles. The entire model covers all the challenges and will help to develop better attitude towards the politicians and hence enhance the image of democratic system in India.
