Abstract: The architect of modern India, Jawaharlal Nehru, envisioned higher education as one of the change drivers for a newly independent India. Many thought that he had got his priorities wrong. In hindsight, it is apparent that he got it right, but successive governments have let the country down. They have failed to create a higher education system that would help India take advantage of its demographic dividend.
