Abstract: The Soviet Union has all along had the dubious distinction of blocking attempts at substantive change in eastern Europe every time such an opportunity has presented itself. The shifting of the pendulum in the opposite direction has not, however, led to an unequivocal endorsement of the Gorbachev reform by the Soviet Union's socialist allies.
