Abstract: Practically all world economies have recognized the importance of information technology in catalyzing economic activity, in efficient governance and in human resource development1. Hence, the increase in efforts and investments to get the benefits of Information Technology in every conceivable sphere, be it industry, education, services and government. E-Governance consequently has emerged as a technologically driven methodology to realize economic prosperity leading to transparency, providing information speedily to all citizens, improving administrative efficiency, improving public services, higher velocity of business, improved productivity and an exciting business opportunity.2 Like other developing countries, Indian government has taken initiatives in promoting e- Government applications in the recent years. During the year 2003-2007 the Government of India came up with the National E-Governance Action Plan for implementation to help create the right governance and institutional mechanisms, set up the core infrastructure and policies and implement a number of Mission Mode Projects at the center, state and integrated service levels to create a citizen-centric and business-centric environment for governance.3 In the Action Plan, much weightage was put upon maintaining the quality of the service delivered, speeding up the implementation process, incentivizing the states to adopt several e-Governance projects and exploring the potential private sector investments. As a result, various State Governments started evincing interest and are now even competing with each other in providing services to citizens by extensively using Information technology through e-Governance projects.
