Abstract: China has made rapid strides in higher education. Many of their universities are on path to become world-class. India has lack of quality higher education in general education. There is a gap in Indian higher education scenario for a world class university imparting general education. To sustain its advantages in knowledge industries, India need a world class general university. The proposed university will be founded on core principles of scale, inter-disciplinary approach, merit, equity, governance, non-profit. Based on our cost analysis, the proposed university will cost around 1500 crores over 10years. Around 500 crores are needed for first three years of operation.
