Abstract: Indian higher education is on the threshold of major change. New regulatory structures, government-funded universities, collaboration models (innovation universities), and the entry of foreign universities, are all on the anvil. While these measures may not solve some of the bigger problems (low gross enrolment ratio), they could well provide the shake-up that our system needs.
